THE FAIRNESS INSTITUTE CONSULTING AND TRAINING FOR FAIR AND IMPROVED PRODUCTIVITY specializes in diversity training, responsible decision making, coaching, education strategies, program evaluation and mediation. Established in 1983, its clients include private industry, government, institutions of education, and non-profit agencies.
The FAIRNESS INSTITUTE has worked with Telamon Corporation, The Diversity Training Group (DTG), Barnes & Noble ("World's Largest Workshop"), New Castle County Department of Community Services Project ("If All New Castle County Read the Same Book"), Beneficial Bank, Distant Voices Touring Theatre, The International Broadcasting Bureau, League of Women Voters, The United Way, Aspira, Literacy Volunteers of America, The Mid-Atlantic Presbytery, The United States Department of Agriculture, Immaculata College, The Delaware Nature Society, Simon and Schuster/Prentice Hall American History Project, CTB/McGraw-Hill Testing Project, The McDonald Corporation, Head Start, Wilmington Police Department, The United States Department of Education, Gallaudet University, and International Training Consortium, Inc.

Senior Trainer Horacio D. Lewis is a Panamanian born results oriented professional who is fluent in Spanish and English, and a Humanities Scholar. He has been an expert witness during the Delaware desegregation litigation and is the author of over two dozen published articles, legislative acts, book chapters and books including, “Race and Ethnicity,” “Celebrating Cultural, Racial and Ethnic Diversity in Delaware,” Quadrangulated Inequality, I Might as Well Move to the Moon, My Life in Verse, One Hundred Poems and Other Impressions “ An Interview with Novelist Zoe Valdes,” (author of Yocandra in the Paradise of Nada), portions of American Nation (a nationally used high school Social Studies/History textbook), “Virginia Brindis de Salas,” Pueblo Latino, volumes 1-3, “Identity Crisis,” “The Panamá Canal Question,” “Back to the Front: Professor/Educator Returns to High School,” “The Delaware Hispanic Community” (a video production), “The Race Factor in Employment,” Guidelines for Infusing Multicultural Education into School Curricula, and Co-curricula Activities, and “Skin” (in Outstanding Poets of 1998). He has also been featured in regional television programs (“School is Cool”), and appears in a national bilingual poster: “Be Somebody/Sea Alguien, Stay in School/Quédate en la Escuela.”
Dr. Lewis is the recipient of the American Institute of Public Service Jefferson Award, Panama’s President Remón Cantera Gold Medal of Achievement, the Council of College Presidents Award, the International Biographical Centre Citation of Meritorious Achievement for Education and Civil Rights, The National Multicultural Education Association Leadership Certificate, Dover Air Force Base 436th Military Airlift Wing Leadership Award, the City of Wilmington Mayor’s Award, the National Conference of Community and Justice (NCCJ, Community Builder) Award, World Conference on Women Certificate, Conflict Resolution Certificate, and the U.S. Department of Education Leadership Award. He is also listed/reviewed in several “Who’s Who” publications as well as national and local publications (e.g. USA Today). Dr. Lewis is a founding member of TransAfrica and is listed on the Rosa Parks Wall of Tolerance (Montgomery, Alabama).
A volunteer advisor to three Delaware Governors, Dr. Lewis has led numerous organizations such as The Delaware Advisory Committee to the U.S. Commission on Civil Rights, The Governor’s Council on Hispanic Affairs, The Latino Task Force, and The Governor’s Council on Child Protective Services.
Dr. Lewis holds four undergraduate and graduate degrees (Biology, Humanities, Urban Education), a Harvard Certificate in Multicultural Education and several Professional Certificates. He was appointed to a legislative committee which resulted in the creation of Delaware’s Department of Children and Family Services. He also obtained over $6 million in federal funds to provide staffing and educational support programs for Delaware School Districts. He created a Task Force to provide leadership, direction and opportunities for school and community disenfranchised populations. Dr. Lewis also helped to create bilingual positions/programs to better address needs of isolated groups. Moreover, he developed human relations intervention programs to facilitate Delaware’s court-ordered desegregation plans. He was educated at Colegio Abel Bravo, The University of Panama,
The Canal Zone College, Morningside College, Northeastern Illinois University, Harvard University, Columbia Pacific University, The University of Delaware and Delaware State University.
Dr. Lewis, who was the first Assistant Dean and Director of Latino Affairs at Indiana University, has been an administrator and/or faculty/consultant at Brown University (Education Lecturer, Administrator), Gallaudet University, Immaculata University, Temple University, Central Community College, Delaware Technical and Community College, Springfield College, Wilmington College, Governor's State University, the University of Delaware, and Delaware State University. Dr. Lewis successfully litigated and desegregated an Evanston, Illinois neighborhood and won a race/ethnic discrimination lawsuit against the Department of Public Instruction (Delaware Department of Education), State of Delaware. He was the first Latino employed by the Delaware Department of Education, and currently teaches Spanish at Middletown High School and is an Adjunct Associate Professor of Spanish and Graduate Education at Delaware State University. He has also been a high school Guidance Counselor and Spanish teacher at several other schools in Delaware and Chicago.
